If a mind is like a mousetrap, it can be built out of different materials. Human minds are realized in carbon-based biological neural networks. The Computational Theory of Mind (CTM)

People outside the room slip questions written in Chinese under the door. The person inside follows the rulebook, manipulates the symbols, and slips the correct Chinese answers back out. To the people outside, the room appears to speak fluent Chinese.

The Argument: Searle argues that the person in the room does not understand a word of Chinese; they are merely shuffling symbols. Because a computer operates exactly like the person in the room—manipulating symbols based on syntactic rules without knowing what they mean—a computer cannot possess true understanding.

The Rule: Syntax (the arrangement of symbols) is not sufficient for semantics (meaning). Therefore, CTM is flawed, and Strong AI is impossible through computation alone.
